Description

One of the leading opponents of the Radical Republicans, Raymond was also editor of the New York Times. Here, in what ends as an argument between Raymond and various Radical Republicans on the House floor, he speaks on the President's policy of Restoration, debates the legality of the Articles of Secession, and states that the one thing that the Congress can do in the rebel states is to prohibit slavery. This is a response to Samuel Shellabarger, a Radical Republican, and Stevens' theory of the dead states, or states which would not be re-admitted to the Union because they had rebelled.
