Recommendations sent to the Governor by the Board of Pardons for granting commutation or parole. A commutation is the changing of a penalty to a lesser punishment by the pardoning power while a parole is a conditional release of a prisoner having an indeterminate or unexpired sentence. Information provided is date of recommendation, name of inmate recommended for commutation or parole, the text of the opinion of the Parole Board recommending commutation or parole and the commutation or parole number. This series entitled Commutation and Parole books is composed of volumes which vary to some extent in format and content. The volume dated January 10, 1907-April 25, 1923, seems to contain only commutation proclamations and the board's reasons for recommending a commutation action. The volumes dated September 1923-December 1928, and January 16, 1929-December 1, 1932 contain both commutations and parole proclamations. The last two volumes do not contain the board's reasons.
