Certificate Exchange Proposals (1789-1793) are petitions to exchange New Loan Certificates for Continental Certificates. Information on each proposal includes the names of the person who wished to exchange certificates, the name of whom the certificate was issued, the number of the certificate, the principal of the certificate, the date which interest commenced, and the year's interest paid. Most proposals consist of numerous New Loan Certificates originally owned by various people but which are being exchanged by an unrelated person. Certificate Registers (1786-1788) contain a listing of some certificates issued by the Comptroller General. Entries in these registers correspond to the Differences in New Loan Certificates, as do the amount of principle and interest paid.
