Nesmith compares the President's Reconstruction plan to that of the Radical Republicans. He states that the rebel states had already accepted the condition that they repudiate the debts incurred by the rebellion, so an amendment preventing them from raising taxes to pay the debts is unnecessary. He also points out that the states have already accepted the emancipation amendment. As such, he is on the side of moderate, not radical, Reconstruction.

One of the leading Radical Republicans, Wilson speaks out against allowing members from the rebel states back into the Legislature. Interestingly enough, while a major proponent of the suffrage of former slaves, Wilson himself had been elected by a party of Free-Soilers, a sub-set of the Know-Nothing party. He later became Vice-President under Ulysses S. Grant.
