In a nonpartisan primary he led the field of candidates, amassing more than 50 per cent of the vote cast, making his victory at the general election an assured fact. Hoagland was subsequently elected to a four-year term, making his service in City Hall cover a period from 1917 to 1924. He was mayor during the World War period and one of his conspicuous activities was the direction of the sale of great quantities of surplus army food supplies here. Gallery of Mayors--No. 22: Herbert T. Ames, 1928–1932. Caption reads: "Oldest man ever elected to the office of mayor in Williamsport and victor in one of the most surprising election results in the history of the community, was Herbert T. Ames, veteran lawyer. Nominated by the Prohibition Party, he was considered a minor figure in the campaign until it neared its close. A brief period of activity in his behalf made him the winner in a triangular contest. He assumed the position at the age of 84 years in 1928 and occupied it until 1932. He was for many years a leader among the county's lawyers and was nationally prominent in church affairs."

Gallery of Mayors--No. 23: George K. Harris, 1932–1936. Caption reads: "Extensive experience in municipal affairs as a member of council was back of George K. Harris, a business man, when he won the election which placed him in the mayor's chair from 1932 to 1936. An unsuccessful bidder for the Republican nomination, he acquired the nomination of the Liberal Party by the single vote cast for that party at the primary. Deciding to remain in the race, he led the field of three aspirants at the general election."
