William Frew writes to Andrew Carnegie regarding the Carnegie Librarys requested appropriation of $90,000 for 1898. Frew states that he includes extracts of Mayor Fords address to the City Council of Pittsburgh. Frew adds that he offered a proposal to Geyer, Mayor of Allegheny City, regarding the presentation of monument in memory of Carnegies friend and mentor, Colonel James Anderson.

William Frew expresses his pleasure on hearing that the Finance Committee of the City Council of Pittsburgh recommended a $92,000 appropriation for the Carnegie Library of Pittsburgh. Frew includes a newspaper clipping pertaining to that report. Frew mentions the appointment of W.J. Holland as the Director of the Carnegie Museum, the completion of the Lawrenceville Branch library, and the proposal for a monument of Carnegies friend, Colonel Anderson.

William Frew informs Andrew Carnegie that the City Council of Pittsburgh passed an ordinance that included an appropriation of $90,000 for the Carnegie Library of Pittsburgh. Frew lists the appropriations made by the city in 1895, 1896, 1897, 1898, and suggests that in anticipation of the opening of branch libraries in the city, appropriations might rise to $150,000. Frew ends his letter by offering up statistics related to the Library and Music Hall, and by telling Carnegie that the City of Allegheny accepted Carnegies offer of a monument to Colonel James Anderson.
