An initialed handwritten letter from Judge Joseph Buffington to William Frew, Carnegie Institute Board President, concerning the efficacy of a libel suit against newspapers which have published inaccurate and negative news stories about Frew, the Pittsburgh Technical Schools, and School Director Arthur Hamerschlag. Buffington advises that there is no basis for a libel suit and that filing such a suit would just lead to more negative publicity.

A signed typescript letter from William Frew to Andrew Carnegie acknowledging the receipt of Carnegie's April 29th letter and vigorously defending himself against the accusation that he is not doing enough to protect the reputation of the Institute from negative press coverage. Frew notes that, based on Carnegie's April 26th letter, he thought Carnegie himself was handling the matter, and that when consulted, Judge Buffington recommended against a libel suit. A written opinion by Judge Buffington accompanies the letter.
