In the early Spring of 1963 the Neighborhood Garden Association in cooperation with the Penn Extension Service, began the development of a Demonstration Garden located at the corner of North 38th Street and Mount Vernon Street in the Mantua section of West Philadelphia

"In 1953, Louise Bush-Brown organized settlement house workers, and garden clubs into the Neighborhood Gardens Association to sponsor horticultural beautification programs in low income neighborhoods and at public housing projects. Some of today's active community gardeners like Alta Felton and Mabel Wilson began gardening in public with NGA. It had seen 850 blocks planted by its 25th anniversary in 1978 shortly before becoming part of the Pennsylvania Horticultural Society's Philadelphia Green Program." -- Libby J. Goldstein.
